U.S. Census seeks 3,000 Tenn. Workers

The U.S. Census Bureau says it has openings for 3,000 temporary workers in Tennessee to assist in preparing for the 2010 census.

Offices have been opened in Nashville, Knoxville and Memphis to begin developing address lists for the census, and applications are being taken for the jobs, which include full- and part-time positions.

Pay begins at $9.75 an hour, and workers will be needed in all 95 of the state's counties, the Census Bureau said.

The jobs include address listers, office clerks, recruiting assistants, crew leaders, and field-operations supervisors.

Applicants must be U.S. citizens at least 18 years old, and most of the positions require the applicant to have a valid driver's license and the use of a car, the bureau said.

"It's important that we have qualified people who know their communities to help develop our confidential address list," said William W. Hatcher, director of the Charlotte Regional Census Center, which is responsible for operations in Tennessee, Kentucky, North Carolina, South Carolina and Virginia.

"These important jobs offer good pay, allow flexible hours and permit people to work in their communities, for their communities," Hatcher said. "Census jobs count in many ways."

The bureau noted that census figures "are used to determine the number of congressional seats for each state, the shape of legislative districts and local government districts, and how $300 billion in federal funds is distributed annually to communities across the country."

Seven additional offices will be opened in Tennessee later to help conduct the census, the bureau said. In all, there will be nearly 500 census offices nationwide.

That means more jobs, beyond the 3,000 Tennessee positions now open, will be offered in a second wave of hiring that will begin next year, the bureau said.

Those workers will be the ones who go door to door to get data from households that did not return completed census questionnaires, which are mailed out in advance of the official census date of April 1, 2010.

    美国上一次的人口普查是在2000年，当年三月初，人口普查局通过邮件向美国83%的居民寄去了9,800万份人口普查表，其中既有简要调查表也包括详尽调查表。同时，人口普查员还亲自递送了约2,200万份调查表，这些调查表主要提供给偏远和农村地区中没有街道名和门牌号的家庭。这些家庭的数量占全美住宅总数的17%。成百上千的人口普查员和支持人员受雇对全美预计1.18亿所住宅及2.75亿人进行人口普查。

        2010年的人口普查会和2000年的相似，在递送调查表之前的一个礼拜或更早时候，人口普查局会向居民寄送一封信函。居民可以通过这封信函选择除英文版本外其他语言版本的调查表，可供选择的语种包括：西班牙语、塔加拉语、韩语、中文、越南语。3月末，人口普查局会向居民寄送一张提醒卡片，要求他们尽快寄回人口普查表。

    在人口普查年的3月，人口普查局会采取特殊措施来统计没有固定地址或居住在郊外住宅区、疗养院、监狱、收容所、拖车场、临时房屋以及其他聚居地或非标准住宅内的人员。

    4月1日后，人口普查工作者需要花费几个月的时间来尝试找到那些没有回信的住户或家庭，并从他们那里了解信息。如果人口普查参与者的调查表没有填写完整，人口普查员必须与其取得联系，了解那些缺失的信息。随后，这些信息将与调查表上的回答汇总到一起。随后，有关部门将公布最后的人口总数，而不会公布参与者个人的回答。

    人口普查的方法正在变得越来越复杂，研究人员已经开始着手更深入地了解谁会对人口普查做出应答，而谁不会。例如，1990年的整体不应答率为25.3%。研究人员表示，对1990年邮寄的人口普查表的应答（或不应答）与种族和在一个住所内的居住时间有着密切的联系。此外，研究人员还表示，对1990年人口普查的邮件应答也与家庭构成有着莫大的关联，如家庭当中的父母数量、单亲的年龄等。
